Hi!
I know there has been some discussion of the Service Contract Act on
the listserv before, but I would like to clarify what I read and what
I have heard from others on our campus.

From the listserv, I gather that Service Contract Act does not apply
to research and development contracts.

From our campus, I hear that the problem with Service Contract Act
and the Wage Determination lists that often accompany them is that
the University must not only be concerned about the titles/rates
included that are paid by the contract, but also about any other
positions that might support the contract, even though they may be
paid from another source.  For example, if  a contract provides for
residential workshops/classes, in addition to the staff who are
directly invovled with the delivery of the progam and paid by the
contract, the University must also review the rates of the
 food service personnel rates who will prepare the meals for the the
 participants.

Has anyone experience with the Service Contract Act and its
interpretation that would confirm either or both of the above?
