SENIOR RESEARCH AND PROGRAM OFFICER

Western Michigan University is seeking applicants for a senior research and
program officer to expand externally funded activities in the laboratory and
field sciences. This is a three (3) year appointment with term ending June
30, 1999. WMU's estimated FY 1996 grant and contract awards of $25 million
will mark the eleventh consecutive year of growth. Western Michigan
University, a Carnegie Doctoral I institution, provides undergraduate and
graduate education to more than 26,000 students.

The senior research and program officer develops and implements an annual
action plan for support of college-sponsored projects, goals and activities
and advises faculty and staff in obtaining external funding. She/he is
responsible for timely notification of funding opportunities; encouraging
faculty to submit proposals; and assisting in developing research design,
budget and narrative. The incumbent writes proposals and advises on proposal
preparation and resolves conflicts; develops, prepares, and submits
applications for external support; negotiates budget revisions and
subcontracts; and develops competitive bidding proposals for contract
research. S/he monitors post-award activities to ensure compliance with
protocols in the award and oversees/conducts training in proposal
development and writing. Finally, the incumbent supervises staff supporting
the solicitation and development of external grants and contracts,
formulates and monitors research policies and procedures, and represents the
University's research interests in professional forums regionally and
nationally.

Minimum requirements are an earned doctorate degree in a laboratory or field
science combined with demonstrated progressively responsible experience
directly related to the development and administration of sponsored
activities. Also required are excellent research and analytical skills or
background in research methods; prior experience in project planning and
budget development, understanding of contract language; familiarity with
academic disciplines, funding agencies, professional practice standards in
the conduct of research, and legislation governing sponsored projects.
Excellent human relations, oral comrnunication, and technical writing skills
are required.
