If no qualified candidate is found at the higher level (Principal Administrative Analyst), position will be staffed as a Senior Administrative Analyst. DUTIES: Under the general direction of the Assistant Director, Office of Research Administration, the incumbent reviews proposals to extramural sponsors to ensure the proper commitment of University resources and compliance with University and agency regulations. Provides assistance to department faculty and staff regarding proposal preparation and submission and award administration. Coordinates campus and University approvals prior to proposal submission. Develops and negotiates contract agreements with private sector sponsors. Prepares, negotiates and monitors subcontract agreements to ensure compliance with prime award terms and conditions. Negotiates award terms and conditions. Analyzes awards for conformity to proposed budget, scope of work and UCI policies. Coordinates non-accounting post-award activities, including approvals of certain actions and submission of required documents and reports. Recruits, trains and supervises Grants Officers. Assists in the development of campus training courses related to research administration and serves as an expert instructor. Drafts campus policies and procedures related to research administration. REQUIREMENTS: Detailed knowledge of Federal Acquisition Regulations (FARs); Code of Federal Regulations (CFRs); Office of Management and Budget Circulars (A-21, A-110, A-133) and demonstrated ability to interpret and explain these federal requirements as evidenced through significant experience; detailed knowledge of Federal Agency policies including Public Health Service, National Science Foundation, Department of Energy, Department of Defense, Department of Education and NASA and demonstrated ability to interpret, explain and apply these policies as evidenced through significant experience; demonstrated ability to develop and negotiate a wide variety of agreements; demonstrated ability to develop creative solutions to complex problems, and resolve complex problems by negotiating solutions that respect the policies and needs of each party; demonstrated ability to make sound decisions and employ effective problem-solving techniques including strong analytical skills sufficient to conduct comprehensive analyses; ability to rapidly review and accurately analyze, in detail, complex contract documents, written procedures and correspondence; proven ability to maintain work flow with changing priorities and frequent interruptions; working knowledge of IBM compatible personal computers, including experience with and working knowledge of Word for Windows v 6.0 and Microsoft Windows v 3.1; demonstrated knowledge and ability to perform reviews of proposals, awards and other documents from extramural sources; demonstrated ability in financial analysis and budgeting; demonstrated ability to organize and prioritize fluctuating workloads; proven ability to maintain confidentiality in office operational transactions; proven ability to communicate in a helpful, effective and informative manner in person or by telephone with faculty, department administrators or agency personnel on a one-to-one basis and in small or large groups; skill in the use of general office machines; demonstrated ability to write grammatically correct, clear, concise, and accurate business correspondence, including memos, letters and internal policies and procedures; proven ability to develop and implement office procedures and supervise subordinates; proven ability to work independently and use sound judgment when referring issues to higher organizational levels for review and consideration; proven ability to collaborate effectively with colleagues and work as part of a team within established office substructures.
