Now that A-21 is finally revised, I imagine we may be getting some
discussion items concerning it.  What do you know, here's one now.

Our HHS negotiated rate will be reduced July 1 and there is some
disagreement on this campus concerning the effect on existing agreements
in light of the new section G-7 in circular A-21.

Are there other institutions in this situation and if so, how do you plan
to handle the rate change for existing projects?  No change?  Change?   On
what basis?  In addition, does it make sense that IDC collected and IDC
used as cost sharing would be treated the same?
