Title 48 of the CFR contains the Federal Acquisition Regulations.  Part 31
of the FAR is Contract Cost Principles and Procedures.  I found what
appears to be a current and user friendly FAR at:

I'm told FAR can also be found at gopher://town.hall.org/1/other/gsa
