approve proposals before they are submitted to external sponsors?"

The institution has a legal interest in maintaining accuracy of the
non-protocol portions of the application including supporting documentation
(budget calculations, salaries, IDC rates, etc.) for funding
applications. This is why a representative of the institution (rarely
the PI) must sign off. This also gives the opportunity for a final check
that the application is complete.
