Within the past couple of weeks, we have had two agencies
 admit to losing a proposal (we had proof of receipt).  I
 also heard of one recently being lost from another
 institution.  I've been in this business for many years, and
 and have seen agencies lose proposals from time to time --
 but this seems a little odd.  Maybe the backlogs caused by
 shutdowns are a factor.  Maybe we are just having an unusual
 run of bad luck....

 Anyone else having this problem?  Just curious....
