Individuals with access to the Community of Science have access to both
the Fed Register and CBD with a wonderful search engine.  Free copies
are available at several libraries--Purdue has a respository, and I know
there were at least two others mentioned earlier, but don't recall where.  I
haven't used those resources in a long time, and therefore, can't
comment on how easily they may be navigated.
