Hi!

I would like your opinion on this scenario:

We have a faculty member who is planning to submit a proposal to NSF.  He
would like to be a co-PI with a faculty member from a university in Canada.
How would you set this up:  1) a subcontract with the Canadian university,
2) as a consultant, 3) as an employee of the U.S. university taking the
lead on the project, or 4) some other method?

You can answer me directly if you so wish.
