Here at UMass Boston last year we merged 2 offices (Grant Develop
and Grant Admin) into 1 office (Sponsored Projects).  While the
old Grant Admin office reported to Administration and Finance, now
the combined office reports to the academic side (me and the Vice
Chancellor of Academic Affairs).  This would seem to be the best
arrangement, given the fact that the office mainly exists to
support the faculty's research and scholarly work.
