At the University of Michigan the sponsored projects office is called
The Division of Research Development and Administration and is under the
Vice-President for Research (there is another VP for Academic Affairs but I
guess you would say our office is on the Academic side)
The post award accounting function is done by an office under the VP for
Finance.  Also, the Regents Bylaws state that the VP for Finance  is
responsible for approval of all proposals and awards.  He has delegated some
approval authority to our director but any proposal over $250,000 must be
signed by someone on the financial side, also all contracts and grants.    Our
office does all the negotiation and procesessing.  The financial folks just
add their signature with no other "value added."

A strange mix of authority.

I would, however, take exception to your comment that offices on the academic
side are not also "within the service and support realm."  There must be a
better way to describe the that side, maybe the "business realm."  :)

Question: What is the title of the individual to whom your director or head
of Grants and Contracts/Office of Sponsored Projects/Programs reports? Does
the office exist on the Academic side of the institution's org chart or on
within the service and support realm?

I'm not sure if a survey has been taken on this question and responses
compiled. If so, would someone be kind enough to direct me to the information?
