At Winona State University, this FY's receipts will actually be close to
last year's totals, simply because many receipts this year were actually
awards for grant proposals written in FY95.  However, FY97 will be grim,
because the number of proposals submitted and total amount requested in FY96
will be down significantly.  Part of this is due to external factors -- the
federal government's on and off again shutdowns and funding level
uncertainties created a boondoggle in DC and probably led faculty to believe
that the odds of getting funding were not good.  Internally, it seems
everyone has a profound time shortage at WSU because a state budget crunch
means many have taken on added responsibilities -- including me.  I have
been the temporary sexual harassment officer for two years, and the grants
office services have suffered as a result.
