At Coastal Carolina University Salary Savings are known as "Salary
Relief."  The name is a legacy from the days when we were part of the
Univ. of SC System.  We don't understand how it is a "relief", but
haven't been able to think of a better name for it, so we've stuck
with it.  I suppose getting salaries from a grant account "relieves"
the Department's normal account(s) of the burden...

Anyway, the following is exerpted from our policy:

C.Salary grant relief includes only the salaries but not
the fringe benefits associated with those salaries.

D.Salary grant relief will be one-time additions to a
program's operating budget for a fiscal year.

 II.   Procedure

A.  [section describes how faculty get approval to include grant
salary relief and reassigned (=release) time in their proposals.]

B. If a faculty / staff member is granted reassigned
time as a result of salary funds available from a grant
or contract, any salary relief funds will be used
first for replacement faculty in the Principal Investiga-
tor's particular department or unit.  Deans are given
maximum flexibility in using salary grant relief
funds; however, all uses must be approved by the
Provost in advance.

1.  The Dean submits a clear and concise statement of
intended use to the Provost for approval.

2.  The Provost will inform the Dean of action taken on
the request.

3.  Written approval from the Provost authorizes the
Dean to initiate a one-time budget transfer of
funds.

Although paying replacement salaries receive first priority, the Dean
may use relief funds however he/she sees fit.  At Coastal funds have
been used for additional travel, undergraduate research assistants,
equipment etc.   This is one possible place where a Dean (or the
Provost) may get funds for faculty development, matching etc.
