The rules as to who would be eligible to compete should have been spelled
out clearly in the Call for Applications.  Alternatively, perhaps your
institution has a policy regarding which titles are eligible for PI
status.  If neither of these conditions are in effect, then I think all
applications should be judged strictly on their merit and feasibility.
