Here at the University of Massachusetts Boston, we have a number of
different internal grant programs offered at different times during
the year.  Only full-time faculty are eligible -- instructors of the
type you mention would be ineligible.  If you have enough funds,
you might think of a separate competition for grad students, post-
docs, etc.
