Email list hosting service & mailing list manager

We are a struggling nonprofit just beginning and we want the poeple we
hope to be our paid staff to be able to survive until we can pay them a
decent salary.  Are there any rules that apply to someone from our agency
(currntly they are basically a volunteer since we can't pay anyone yet)
going somewhere to train people how to use our campus and being paid?
We don't have any desire to take that money from them so is it ok to let
them keep all of it?  Will it change once they do become salaried? Must
it or is it just our option?
