I can fill you in on the additional info that I have on the
 subject.  We are leaving it up to the PI to decide who
 is included as key personnel.  However, we do not feel that
 the replacement of a postdoc need to be addressed.  It is
 also up to the PI to decide if they want to include the new
 postdoc's biosketch.  I have talked with the Grants Policy
 Office at NIH and the feedback we received was consistent
 with our decision.
