UCSF's Office of Research Affairs provides the service of mailing out all
proposals (actually, it's usually Federal Express) from the campus.
Departments provide a low-value PO# and the Fed-Ex charges are recharged
later.  It has been this way for many years, and so we are used to it.
The departments provide all the copies for the agency, and the
institutional officer signs the original face page, and the signature is
stamped on the additional copies.  This arrangement does help to
guarantee that the grant reaches the agency in the same form it was
submitted to the institutional officer for review.
