One of our faculty members recently had her NIH proposal returned to her by
the program officer/Scientific Review Administrator saying it was not
responsive to the RFA and so would not be reviewed.  She sent a rebuttal
letter pointing out exactly where in the proposal she responded to the
specifics of the RFA, but we were wondering if there is any "official"
appeal procedure for this situation.

Any ideas from the more NIH-savvy people out there?
