Mailing of Proposals Jean Humphries 29 Feb 1996 07:28 EST

At the Texas Engineering Experiment Station our pre-award office handles
all copying, mailing and in-house distribution of proposals.  After we get
the necessary signatures we make sure the pages are in the correct order,
make sufficient copies to meet sponsor requirements and to provide copies
to the PI(s), their dept(s) and our files.  We then mail the original +
copies to the sponsor.  We send all proposals via express mail, regardless
of the due date, unless the RFP specifically requires postmark.  The next
day we verify delivery via Airborne's or Fed Ex's toll-free numbers and
distribute the in-house copies (including a copy of delivery verification).

We do this as a service to the PI(s) -- you worry the science, we'll worry
the red-tape and processes -- and, as James Brett indicated -- to ensure
that the proposal sent to the sponsor is the one that we had our
administration approve.

Of course there are occasional exceptions.  But the overwheming majority of
proposals are handled by our office.
