Mailing of Proposals -Reply

Our Grants Office copies and mails proposals, for two reasons:
1. PI's have told me that this is one of the most helpful things we can do;
by the time they've written the thing, concocted a budget, etc., the last
thing they want to do is make a zillion copies and schlep it to the PO.
2. It's a friendly way to insure that we get the signatures we need and
copy everyone involved; works much better than commanding "thou
shalt not send out proposals without appropriate approvals."
