At Long Beach the mailing of proposals is accomplished both ways, but the
larger ones usually are duplicated and mailed by the applicant, while the
shorter ones (often from first or second time applicants) are done here in
the central office.  Our fiscal agency (Foundation) has also been involved,
especially during the dark days of the early '90s.

We worry that a proposal may change shape between the time it is reviewed
and signed off.  In a thousand proposals this has happened only once (as far
as I know).

Generally, allowing the applicants to do this chore provides them with
precious hours at the last minute to get things into order.  I recommend a
mixed policy.
