I looked into this about a year or so ago.  At the time I phoned many
institutions asking for recommendations.  The 2 that came up frequently
were/are:

1.      Liane Reif-Lehrer, Ph.D. (Her specialty is NIH proposals.  She
 has also written a few books on the NIH process that I have found
 helpful)
2.      Bob Lucas, Ph.D. (His technique is geared more towards "getting
 started"...how to take an idea and put it into writing)  We had
 him give a presentation at  my institution that faculty found
 helpful.
