Norm - right you are. Federal funding cannot generally be used as cost
sharing or cost matching, especially when you are seeking other
federal funding. However, quite a bit of it can be used as co-funding
when seeking additional funds from a non-federal source. The CFDA or
your award document is usually very clear on the allowability of this.
Having federal funds behind you can often make the difference with the
private sector or your state government in getting their support for a PI's
tangential ideas - basic and applied science come together. And, yes,
that brings up the problems associated with tech transfer on these
interrelated projects - a discussion in its own right but not
an insurmountable problem.
Maybe we just like the snowball idea up here...but funding can often work
that way. Start a good idea rolling and it picks up speed and size.
For those of you who requested info on the F-D case a few years ago, I'll
dig it out, dust it off, and send it along as quickly as possible. There
is a long list of requests so bear with me.
And, Norm, glad you enjoyed the bears in Denali. There was a rumor going
around about the time you were here that they were really our internal
auditors in training.
