Is it not the administrative function to interpret regulations, laws,
guidelines, etc.?  As for compliance, it seems to me that either it
exists or it doesn't--or have I missed something here?  Given that most
of us are administrative "fire fighters" it becomes especially important
to maintain focus on our functions, objectives, and goals (the bigger
picture, you might say) in the grander scheme of things.

To paraphrase some forgotten source of wisdom:  If you don't know where
you are going, it really doesn't matter how you get there.
