Have you ever heard of a database called PICAS (Pharmaceutical Investigator
Cost Analysis Service)?
Bristol Myers Squibb is using it, saying it is a software program which
contains a database of 28,000 research grants in the US which they use to
cost out research protocols. I'd like to find out who owns it, and how they
