I had asked for some input on how ED grants are handled: if budget periods
were strictly adhered to in the expenditure of funds; or if, because the
one-time project period reporting at the end of the project doesn't
require a breakdown by budget period, funds were allowed to co-mingle from
year to year.

I only received two private responses and they said they adhered strictly
to budget periods.  One said they gave the account a new number for each
year.  The other said they co-mingle funds only after prior approval from
ED.

I understand now that ED receives information monthly from us and if we
show in our reporting that we spent more during a budget period than
indicated on the award document that we get a nasty-gram from the
financial people at ED.
