I got the new NEA "Grants to Organizations" materials on Monday.  Since
then, I've been trying to figure out what constitutes an "independent
component".  I would argue that a department meets the criteria, but it's
a little hazy.  I've called NEA and the person that I talked to wasn't
clear about it either and said that someone would call me back.  Two of
the four program have March 4th deadlines and I'd like to tell our
faculty and chairs what to expect ASAP.  Has anyone else gotten an answer
from NEA yet?
