We just licensed HTMLed Pro from Internet Software Technologies.  I got a
preview copy from a book on HTML I bought which came with a CD with three
different programs on it.  I really like HTMLed (you can download a preview
copy from their home page at http:www.ist.ca).

It was $99.95 (education rate) and $10.00 s/h.

It has visual form and table designers, netscape and html 3.0 tags, has the
capacity to edit LARGE files (other programs don't necessarily have this
function!), customizable and wonderful pre-defined toolbars and a great
preview/test option.

I recommend it.
