Robyn,
 Did I miss something here?  The deadline for the White Paper in the
guidelines stated:  December 15, 1995.  Selected Pre-proposals  are to
be developed into full proposals by:  March 20, 1996.
 Was the deadline extended due to the government shutdown & weather?
 Did
DOD make some kind of announcement that I missed?  If you have any
trouble accessing the information on FEDIX let me know & maybe I can
help.
