GRANTS COORDINATOR II POSITION ANNOUNCEMENT College/University of Charleston, South Carolina The College/University of Charleston, South Carolina, is seeking a Grants Coordinator II to assist in the day-to day management of its sponsored research program, with emphasis on post-award administration. This position reports directly to the Director of Sponsored Programs. The Grants Coordinator II assists the Director in developing short and long-range plans for the Office of Sponsored Programs and in ensuring that goals and objectives for the Office and University are communicated and achieved. He/she will serve as the Acting Director during absences of the Director. SPECIFIC RESPONSIBILITIES: Serves as liaison between University business and academic administrators, principal investigators, cooperating community organizations/agencies, the Grants Accounting Office, sponsors, and regulatory agencies regarding budget development, project implementation, fiscal management, post-award monitoring, project evaluation, technical and financial reporting, and project close-out. Provides coordination between principal investigators and the Grants Accounting Office regarding flow of grant funds and fiscal accountability. Monitors funded projects to prevent over-expenditure of funds and audit disallowances and to ensure that awards are fully expended. Assists principal investigators in managing grant and contract funds and in maintaining fiscal accountability. Reviews post-award requests for budget and significant program/research modifications for allowability and fiscal integrity, authorizes approval, and follows up as necessary with sponsoring agencies. Assists in negotiating terms of grant and contract awards, including indirect costs, with sponsoring agencies. Acts to resolve problems and disputes and to clarify contractual agreements in a variety of legal contexts. Authorizes opening of official University budget accounts for newly funded projects. Represents the University to sponsoring agencies in areas related to the funding and administration of sponsored projects. Interprets, implements, and monitors federal, state, local, commercial, and private non-profit agency policies and regulations governing the management of grants and contracts. Ensures University compliance with governmental rules and regulations regarding human subjects, animals, and hazardous substances in research. Develops and implements policies and procedures for post-award management of grants and contracts, including personnel actions, budget modification, ongoing monitoring, technical and fiscal reporting, and project close-out. Supervises support staff in the preparation, forwarding, and following up on state mandated grant and contract review (GCR) documents. Serves as liaison to the Grants Services Division of the Governor's Office and the Joint Appropriations Review Committee (JARC). Acts to resolve any difficulties encountered in the review process. Attends JARC meetings as required. Assists faculty in identifying and securing grant support to maximize sponsored activity funding from governmental and private agencies. Assists faculty in preparation, review, and follow-up of grant applications, proposals, contracts, cooperative agreements, consortia agreements, letter agreements, etc. Actively assists faculty in preparation of proposed project budgets and/or budget amendment requests which are responsive to the interests and requirements of sponsoring agencies and the University. Conducts final review of funding applications/proposals to ensure accuracy and adherence to agency guidelines and State and University policies. Approves and signs proposals on behalf of the University in the absence of the Director. Operates, maintains, and supervises the use of the Office's pre- and post-award grants database, including completion of data collection forms, data entry, report generation, and analysis. Supervises support staff in operation of information systems and maintenance of filing systems for pending proposals and funded projects. Assists in preparation of reports and other documents regarding sponsored activities as required by the University and the Board of Trustees. Assists Director in developing and delivering faculty and staff training programs regarding the administration of grants and contracts. MINIMUM ELIGIBILITY REQUIREMENTS: Bachelor's degree and five years business, personnel, grant-in-aid, or public administration experinece. Strongly prefer candidate with Master's degree in public administration, business or related filed with a minimum of two years experience in grants management. Requires extensive knowledge of grants regulations, policies, and guidelines, pertinent laws, and program funding policies. The successful candidate will have a high degree of specialized knowledge and skills that are learned and mastered after considerable work experience in grants administration. Considerable knowledge of the principles and practices of public and business administration and government accounting and budgeting practices is required. Must have the abiity to analyze situations quickly and accurately and adopt an effective course of action. Must have the ability to establish and maintain effective relationships with administrators, faculty, principal investigators, and sponsoring agency representatives. The successful candidate will possess excellent interpersonal, communication, and presentation skills and be computer literate. SALARY: $28,680 - $32,754 per year (Grade 36) with comprehensive benefits package. Limited overnight travel is required. ABOUT THE COLLEGE: The College of Charleston is the 13th oldest academic institution in the United States.
