I just wanted to add one thought to the discussion on the use of lower
indirect cost rates for non-federal sponsored projects. Some of the projects
might belong in your Other Sponsored Activities base rather than in the
Organized Research base. That would probably allow you to use that lower
rate without deviating from the tenets of the A-21 about fairness to the
government.
