I suggest you decide that those programs are "scholarly".  The unit
should get what the other grant-winning units get, and I would hope
that only the most curmudgeonly of the other units would try to deny
it to them.  I make a major point on this campus of emphasizing that
"grant" is not equivalent to "research" -- that we also get grants
for teacher education, facilities, community service, and on-campus
instruction.
