I have a question on which I could use some advice on how other institutions
deal with this issue.  At UMASS Boston we have an Office of Student Services
that brings in about $2M in direct funds and about $150,000 in indirect
costs,  These projects include The College Preparatory Program, The Math
Science Initiative, The McNair Program, The Veterans Upward Bound Program and
the DOE-funded PREP Program, among others.  The issue that arises is how
much should this office get back.  The "policy" on our campus is to generally
return 30% of overhead to the unit that generates it.  However, Trustee
policy notes that overhead should be used for "research and scholarly projects
not directly funded by a grant".  I wonder if Student Services fits under
this rubic.  In the past, it has received some portion of its generated
indirect costs.  I wonder if it should.

How does your institution deal with this kind of situation?  All and any
advice, experience on this matter would be appreciated.
