At this institution monies freed-up when faculty salaries are paid from
extramural grants stay in the central administration, but so does the
responsibility for the faculty salaries when grants are lost. We do, however,
return to each department on an annual basis a research incentive award which
is equivalent to 25% of faculty salaries and fringes charged to sponsored
program accounts during the previous year.
On the surface, it seems obvious that release time funds ought to go to
whomever must pick up the salary at the end of the sponsored project. To allow
them to accumulate a sort of "rainy day" fund, if you will.
