I writing to request input from anyone who might have experience with the
U.S. Civilian Research and Development Foundation (CRDF) for the Independent
States of the Former Soviet Union (FSU).  One of our faculty members is
interested in applying for funding, but is wary due to the requirement that
80% of the funds awarded must be used for "project-related expenses of the
FSU component".  The good news, as I see it, is that the funds will be
distributed to the FSU investigator directly by the CRDF.

I would appreciate any input from those with experience with this program.
