We have adopted a policy where faculty applying for NSF or PHS
grants must indicate whether or not there is a significant financial
conflict of interest relating to the proposed project.  They do this
prior to submitting the application.  It is my understanding (after
attending the recent NCURA conference) that management of a conflict
needs to take place before the award is made.
