The policy we recently adopted says faculty have to disclose potential
conflicts at time of application.  We will then adjudicate them (through a
specified procedure) while the application is pending.  They should be
resolved by the time the award is made.  We haven't had to apply the
policy yet, so I have no idea how well it will work.
