We use our Proposal Routing and Approval Form to obtain from the named
investigators on the project (all of whom are required to sign the form) a
certification that they have read the institutions' policy on disclosure
and have made any required disclosure. I do not believe that it is
reasonable to ask a PI to certify regarding other invertigators' financial
interests: how can he know (and be able to demonstrate that he has
done so) unless he develops his own "certification" process for his
colleagues?

Our form also asks the PI to say whether there are others, not named as
investigators, who are associated with the design, conduct or reporting of
the project: if so, he is instructed to ensure they are familiar with the
institutional policy regarding financial disclosure.

I, too, would be interested to know how others are handling this: we plan
to review our process after a year in the light of our own experience, and
that of others.
