There is no formal arrangement between Yale's Grants Office and the Development
Office. Both offices are authorized to send out proposals, although any award
that comes in as a grant (i.e., with terms and conditions) must be administered
by the Grants Office. There is no computer interface or sharable database at
Yale, so we have worked hard to develop a relationship with mid-level folks in
Development to share proposal information. We let them know when we have
proposals to foundations and they let us review budgets for proposals they are
sending out. From the round-table that I participated in at NCURA last year, it
is clear that most universities do not have an official communication link--so
it takes a lot of effort to encourage sharing of information. I have discovered
that once I explain why it is important for me to know about a proposal because
of indirect costs, cost-sharing, institutional commitment issues, etc., and they
realize that we don't "count" the funds if an award is made, they are very
willing to have another pair of eyes look over the proposal.
