I think the reason you are not seeing many responses to the question of a
policy on interactions with the Development Office on proposal submissions is
due to the "nature" of Development Offices.  My experience has been that the
Development Office couldn't comprehend that a POLICY could ever apply to them
and that INTERACTions are usually one way  - when they need you!   Maybe I'm
just being cynical but I don't have any experience to the contrary.
