Kathy, you pose interesting questions, however, I'm not clear
on what is happening.  Are you being cited for not using the correct
rate?  What are the penalties?  Where does it say that authorizing
legislation must be reviewed?  It may be a good idea but I doubt if
many are doing it.  I could be proven wrong and will be watching
the responses.
