At Williams College, small undergraduate liberal arts, there are many student
honors projects primarily in psychology where IRB review is appropriate.  The
College has the departmetn compose thier own IRB review for all studnet
projects, if the issues are not trival, e.g. survey of dietary habits, the
departmetn IRB will kick the study up to the College IRB for final review.
That has happened only a couple of times in 5 years.  The faculty do not get
release time for serving on an IRB, that is part of their committee
assignments.
