The State of Connecticut currently funds certain Critical
Technologies projects at state universities. These funds are
intended for projects that would involve collaboration with industry
and lead to job creation and technology transfer. The question has
arisen as to whether the universities should redirect income from
licensed technologies ( should there be any) back to the State to replenish the
Critical Technologies fund? It must also be considered that the
institutions which are receiving the funds are the State, so to say,
and consequently the State already benefits from royalties generated
by one of its institutions.
Is anyone aware of state funded research programs which carry with
them a requirement for a royalty return and, if so, how is this
arrangement structured? I am eager to hear your responses.
