Does anyone know about the "Civic Education Project"?  A faculty member
 thinks it is a source for grants for teaching or lecturing in the Ukraine.
 She knows nothing more.  Her project previously received some money for
 Ukraine work from Soros so I know they are out as a source for the above
 project.  Thanks.
