It is my understanding that you cannot cost share with anything that
is included in your indirect pool.  At Appalachian, the indirect pool includes
everything except EPA personnel (faculty, graduate assistants).  We
cannot include any item within a departmental budget (i.e., travel).
Is the travel you include not within a department budget and equipment
not in your inventory?
