Of course, how could I forget about the fiscal year transitions?  But I
do not recall this happening in prior years.  Furthermore, the first deadline
in FY 1995 was Nov. 14th, six weeks into the new fiscal year.  Wish to offer
any speculations about the USDA budget?  Thanks.
