I just tried this address and was able to get in without a problem.  There
is info regarding the FY96 program about which you are inquiring, but it
only speaks of the fact that the program has been postponed due to budget
uncertainties. An announcement is expected sometime in the fall after the
Senate acts on the budget during the month of September.
