We are planning to submit several preproposals in response to the FIPSE
Comprehensive Program solicitation for FY 1996.  In the guidelines they say
"Proposals that request...high indirect costs are rarely competitive."  Our
negotiated indirect cost rate is 40%.  Would this be considered "high" by
FIPSE?  Are they saying, in effect, that they have their own limit on
indirect cost reimbursement, like the Department of Education, or that they
do not reimburse indirect cost?  I would appreciate it if anyone who has had
experience with FIPSE could shed some light on this for me.
