Has anyone had any experience with the following 2 agencies imposing IDC
ceilings?  We are negotiating awards and would like some input from other
Universities.   Thanks in advance.

1) USGS - 18% IDC rate

2) Mineral Management Service (DOI) -  25% IDC rate
